1K a year Description Under the supervision of the Controller, the Purchasing Agent is responsible for the procurement of goods and services in accordance with the guidelines as issued by the state Division of Purchasing and Contract.
The position is responsible for the timely submission of required reporting of financial information pertaining to procurement.
Examples of Duties Interprets and administers local, state and federal laws, regulations and guidelines governing procurement activities for the College.
Responsible for the creation of all purchase orders issued by the College for the procurement of goods and services.
Responsible for assisting employees in the use of the state vendor list, state contracts, and the state bid process.
Responsible for maintaining the Vendor File including the set-up of new vendors and identifying 1099 vendors.
Maintains updated Purchasing procedures, including training employees on purchasing regulations, and conferring with College departments to solve technical problems pertaining to purchasing and contracts.
Oversees the HUB vendor reporting and submits HUB reports.
Submits bid opportunities through the HUB portal for NC.
Responsible for the safe keeping of the College's P-Cards (procurement cards).
Monitors the use of all P-Cards to insure they are used according to state guidelines.
Assists with the annual physical count of the equipment inventory.
Assists with the solicitation of seeking bids for service contracts and RFP's for capital projects.
Executes bidding processes according to local, state and federal laws, regulations and guidelines.
Evaluates bidders and serves as a liaison between the College and bidders.
Posts, tabulates, and awards bid solicitations in the NC Interactive Purchasing System (IPS).
Assist the Controller with the year-end process and gathering of information for preparation of the annual financial statements.
Cross trains in Financial Services Department functions.
Submits the Foreign Nationals Report.
Completes reports required by the NCCCS, NC State Auditor, the NC State Controller, & Other Governmental agencies on a timely basis.
Supports the mission of the College and Financial Services Department.
Perform other duties as assigned by the Controller.
Minimum/Required Qualifications Minimum:
Associate of Applied Science degree in Accounting, Business Administration, or a similar field.
Proficient in Microsoft Office which includes Word and Excel.
Two years work in accounting and/or purchasing experience.
Good written and oral communication skills.
Preferred:
Five years work in accounting and/or purchasing experience.
Bachelor's degree in Accounting or a similar field.
Experience in community college system.
Experience with Ellucian Colleague.
Experience working with North Carolina E-Procurement.

Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
